The Quality Unit is looking for a process leader who wants to contribute to an equitable, legally secure, and efficient social services in Gothenburg.

The position is a reinforcement of the unit related to the expanded mission concerning the co-occurring disorders reform.

About the unit

The Quality Unit started on October 1, 2023, as part of the joint development work of the social services. We coordinate and develop common governing and supporting documents related to the social services process to create clear, purposeful, and legally secure working methods that contribute to equal treatment. The unit belongs to the Hisingen social services and is subordinate to the administrative director. The main clients are department heads within the various operational areas of the social services process. The work is carried out in close collaboration with the operations and is characterized by common working methods and dialogue.

Currently, eight process leaders work in the unit with different focuses, primarily within children and youth, adults, and financial support. Additionally, the unit coordinates other subject areas, such as ASI, BBIC, targeted parenting support, and Skolfam. The work is led by a unit manager and is characterized by collaboration, knowledge exchange, and a shared responsibility for the whole.

About the role

As a process leader, you translate legislation, political assignments, and goals into practical working methods. You drive and coordinate city-wide development work for the four social services with a focus on the co-occurring disorders reform, which means that the responsibility for care related to harmful use and dependence primarily shifts to healthcare, while the social services' responsibility for support, coordination, and a holistic perspective remains.

You work closely with social services operations and other stakeholders, especially healthcare. The assignment is carried out together with another process leader in the unit and builds on work that has already begun. Over time, the role may also encompass other development assignments within the unit's area of responsibility, in line with the city's needs.

You work both strategically and operationally and will, among other things:

• lead and coordinate working groups with representatives from the social services
• develop routines, support documents, reports, and other materials that are useful in the operations and for strategic decisions
• contribute to developing and quality assuring the social services process
• develop collaboration between social services and other stakeholders

Qualifications

We are looking for someone with a degree in social work or another relevant higher education and extensive experience in social services. You have experience in authority exercise within target groups related to harmful use/dependence and/or mental health, preferably as a senior social worker or manager. Experience in operational development or process leadership and leading work with managers is an advantage.

You have good collaboration skills and experience working in complex collaborative structures, preferably at the interfaces with other stakeholders. You work systematically, goal-oriented, and can easily switch between strategic and operational levels. Excellent ability to express yourself in speech and writing is required. Familiarity with the organization and governance of Gothenburg City is an advantage.

The position is temporary until the end of February 2027, with the possibility of extension.
